Utility Electrification Plans And Return On Investment Authorization

Utilities are authorized to submit transportation electrification plans that deploy electric vehicle charging stations or programs and incentives that support transportation electrification. Additionally, utilities may petition the Washington Utilities and Transportation Commission for a rate of return on EV charging station installed for the benefit of ratepayers through December 31, 2030. The UTC may approve an additional 2% to the standard rate of return if the utility installs EV charging stations on a fully regulated basis similar to other capital investments behind a customerâs meter, and the expenditures do not increase ratepayer costs more than 0.25%. EV charging stations are subject to a depreciation schedule and may be gifted to the customer when fully depreciated. The UTC issued a report on the use and impacts of the incentive in 2017.

Zero Emission Vehicles Support

The Department of Commerce must develop and maintain a publicly available mapping and forecasting tool that locates and provides information on electric vehicle charging and refueling infrastructure. Electric utilities with more than 25,000 customers must analyze how their resource plans support and account for anticipated levels of ZEV use, relevant infrastructure forecasts and associated energy impacts, and information from the utilities’ transportation electrification plans.

Welcome To The Electric Drive Washington Website

Electric vehicles continue to make inroads in reducing our dependence on traditional fuel sources and reducing our carbon footprint in Washington State.

Transportation is Washington States largest source of greenhouse gas emissions and it emits other major pollutants such as particulate matter and nitrogen oxides. The continued progress of electric vehicle technology, coupled with the states abundance of economical, zero-emission electricity, provides an opportunity to reduce transportation emissions through electrification. Plus, electrifying transportation increases the efficiency of our electricity grid, keeps more money in-state, lowers driving costs, and spurs local innovation and business development.

Washington State has a goal of registering 50,000 plug-in electric vehicles by 2020. Government agencies are taking the lead through the Electric Fleets Initiative and Executive Order 18-01 on State Efficiency and Environmental Performance. The Department of Commerce engages a broad range of stakeholders to develop policies and tools to usher in this new era of more sustainable transportation.

The signage must be consistent with the U.S. Department of Transportation Federal Highway Administrationâs Manual on Uniform Traffic Control Devices.

Move Is Another Step To Get 50000 Plug

VIDEO NOW: Gov. McKee announces electric vehicle rebate program

In a bid to speed up the adoption of plug-in vehicles, Washington state has restored its tax incentive program for electric cars.

The reinstatement of a $2,500 credit for new EVs was part of four bills Governor Jay Inslee signed into law this week, Automotive News reported Thursday. HB 2042 incorporates an incentive of up to $2,500 for Washington state residents who acquire a new plug-in with a sticker price under $45,000, or up to $1,600 for the purchase of a used EV priced below $30,000. Those incentives go into effect August 1.

Alternative Fuel Vehicle Emissions Inspection Exemption

AFVs powered exclusively by electric, natural gas, and propane vehicles are exempt from state emissions control inspections. Plug-in hybrid electric vehicles that obtain a U.S. Environmental Protection Agency fuel economy rating of at least 50 miles per gallon during city driving are also exempt from these inspections.

What Incentives And Programs Does Washington Offer For Ev Shoppers

In Washington, the purchase of cars, light-duty trucks, and medium-duty passenger vehicles that meet alternate fuel standards – like electric vehicles – qualify for up to $1300 of tax exemption. A new vehicle must be under $45,000 to qualify and a used one, $30,000. Tax exemptions extend to the purchase and installation of EV infrastructure such as home charging.

Also in late 2021, Washington Governor Jay Inslee made sweeping proposals to encourage EV adoption in a wider population, including a $7500 rebate for new EVs, $5,000 for used EVs, and an additional supplement of up to $5,000 for lower income buyers. These proposals have income caps and do not include luxury EVs. If passed, this program would be a landmark in several ways. First, it offers rebates, rather than year end tax credits, which makes EVs more accessible to shoppers who may not be able to wait for tax season. Secondly, rebates for used EVs are not yet that common and would lower the price discrepancy between used ICE and EVs significantly.

Itâs worth mentioning that Washington State does charge an additional registration fee for EVs. The current fee is $150 for battery EVâs and $75 for plug in hybrids. These fees are meant to be around the same amount an average driver would pay in gas taxes each year, and go towards EV infrastructure such as public chargers.
