Jen and I were going about our typical daily duties at the Inn this week, when we received an unexpected visit from some neighbors in New London who were out for a bicycle ride on a beautiful afternoon. State Looking For Public Input On Proposed Electric Vehicle Plan
The public comment period on a plan that will determine how New Hampshire spends about $17 million in federal funding for electric vehicle charging stations closes this Friday, June 10.
The money comes from the National Electric Vehicle Infrastructure Formula Program, or NEVI, which was established in the federal infrastructure law.
Chris Skoglund, director of energy transition at Clean Energy New Hampshire, said that program represents the biggest source of dedicated EV funds in the state, with $4.6 million from a Volkswagen legal settlement the second largest.
The NEVI funds are meant to be used for building out public charging capacity in the state, focused on stations along so-called Alternative Fuel Corridors, like I-93 and I-95.
Those corridors are designated by the Federal Highway Administration as places where people can charge their electric vehicles, or fill up with other less common kinds of fuel.
Skoglund said the funds are like a down payment, helping the state get ready for the growing number of electric vehicles on the road. But, he said, that money isnt enough.
This is a critical first step, but it is not what I would describe as a robust electrification plan for the transportation sector in New Hampshire.
In May, state regulators rejected a proposal from Unitil that would have started laying the groundwork for more EV infrastructure in the state. A similar, smaller proposal from Eversource is still in front of the state Public Utilities Commission.
How The Charging Stations Will Work In Rochester
Perez told the Planning Board Monday night that electronic vehicles are the future of driving. She said she and Gifford are already looking at other properties for more charging stations.
Perez said each station will have a maximum charging limit of 60 minutes, discouraging drivers from parking and leaving their cars at the station. She said the typical time to fully charge an EV at the station will be 30-45 minutes.
There will be two pole mounted light fixtures, and recessed lights within the canopy.
Before the project can begin, KoGo still needs a driveway permit from the New Hampshire Department of Transportation. Perez said the application has been filed.
“This is an exciting project for Rochester,” Saunders said. “Other towns have called to ask about it. We have talked with the ZBA about a zoning change to make this an accepted use in the city. KoGo needed a variance to be the first.”
Perez said the charging station project was born from a love of electric vehicles.
“We own a Tesla, and it’s why we started the project,” Perez said. “The infrastructure isn’t there, so we cant go places. A Tesla now can charge at any level 2 charging station but we will add level 3 stations, which are faster, take less time to charge and can be used for other EVs. We will have four fast chargers and two level 2s. We also have room to expand on site in the future.”

Autonomous Vehicle Advisory Commission
The AV Advisory Commission was established to advise state agencies on AV legislation, develop training curriculum for law enforcement and first responders, propose modifications to the AV testing and development pilot program, and maintain up-to-date information on AV technology, statuses, and unique challenges posed by roads in New Hampshire. The Commission reports findings and recommendations for proposed legislation on or before November 1 of each year.

The New Hampshire Office of Strategic Initiatives, which is overseeing installation of electric vehicle charging stations around the state, reported on Tuesday that it hasnt made much progress. In fact, the office reported at the Business and Industry Associations annual Energy Summit that it hasnt made any.
The project kicked off in September 2018, when the state allocated $4.6 million in Volkswagen diesel-manipulation settlement money to build an EV charging station network. But in that time, not one station has been installed.
Im disappointed in the lack of deployment funding for EV charging, complained Pete King, an engineer and the BIAs representative to a state EV commission. King has an older electric car with a 60-mile range. That was OK back in 2016, when there were few other EVs on the road, but now the few chargers are almost always in use, and none of the VW funding has been released, he said.
New Hampshire has 271 public charging outlets of all levels, according to the U.S. Department of Energy, compared to 483 in Maine, 754 in Vermont and 3,054 in Massachusetts. And only handful are fast-charging. While EVs account for a little more than 1% of cars on the road inn New Hampshire, Massachusetts has twice that percentage.

EV charging stations that are available for public use must meet the following requirements:
