For instance, the Bay Area of California offers a few added perks for the people who live there through the Bay Area Clean Cars for All program. The program offers grants of up to $9,500 for low-income residents purchasing fully electric vehicles. The Bay Area also offers a $1,200 rebate for car owners to trade in old EVs.
EV and plug-in hybrid electric vehicles also get the added benefit of being able to drive in the HOV lane even without a carpool buddy. Plus, some local utilities even offer rebates for residential customers to install home charging stations. For example, homeowners in Anaheim can receive a rebate of up to $1,000 if they install a level 2 charger in their homes.

You can get a Clean Air Vehicle sticker. You can then use HOV lanes regardless of the number of occupants in the vehicle. Your vehicle is also then eligible for reduced rates or exemptions from toll charges for HOT lanes.
Small businesses in California can get incentives to help with the design, development, purchase, and installation of EVSE.

Efforts To Streamline Subsidies
Some lawmakers worry that these problems are standing in the way of making cars accessible to those who would benefit the most because they live in regions with some of the poorest air quality.
State Sen. Monique Limón, a Democrat from Santa Barbara, said a bureaucratic application process is creating obstacles for the states neediest residents.
This year, Limón introduced a bill, SB 1230, that would streamline the application process and expand Clean Cars 4 All to residents who dont live in the participating regional air districts. An online portal would allow people to submit one application for all of the programs.
The bill will be heard by the Assembly Appropriations Committee on Aug. 3.
Often people will have an urgent need for a new vehicle and it can take up to several weeks to months to get approved through some of these programs, Limón said. We are trying to speed up that application process. Getting more zero emission vehicles on the road will help us equitably reach our climate goals while also correcting systemic problems that have allowed communities of color to bear the brunt of the climate crisis.
Ev Rebate For Low And Moderate Income Californians
The EV rebate increases by $2,500 over and above the general rebate for low and moderate income Californians. Youre eligible if your household income is less than or equal to 300 percent of the federal poverty level.
The increased rebates are for fuel-cell electric vehicles, battery electric vehicles, and plug-in hybrid vehicles.
Note that youre not eligible if youre claimed as a dependent.
Bay Area low income residents may also be eligible for funding to replace older polluting cars with clean electric vehicles. In other areas of California that participate in Clean Cars 4 all, low-income earners in California can get up to $9,500 to scrap older polluting cars towards a new or used cleaner car or you can choose up to $7,500 in incentives to access public, private, and shared mobility options. There are also low-income household discounts of 12% to 30% on your household electric bill through the CARE and FERA programs that can help with vehicle charging. You can enroll here if you have not already.
Their goal is to provide grants and affordable financing to help income-qualified Californians purchase or lease a new or used hybrid or electric vehicle – they basically provide grants and loans.
You do need to get approved for this before you purchase your vehicle.
For the grants: when program requirements are met, grants do not need to be repaid.

Eligibility For Ev Rebates
So who can take advantage of these rebates? Buyers must meet several requirements.
- California-based. Each buyer, business, nonprofit, or government entity must be based in California or operate a California affiliate at the time of the vehicles lease or purchase.
- Income eligibility requirements. There are also income eligibility requirements that exclude higher-income consumers if their income is above a state rule cap. It ranges from $150,000 for single filers, $204,000 for household heads, and $300,000 for joint filers. The cap affects all eligible vehicle types except for fuel-cell electric vehicles.
- Higher rebate amounts possible. Consumers with incomes at or below 400 percent of the federal poverty level can receive higher rebate amounts. Higher rebate amounts are also available for plug-in hybrid vehicles, battery electric vehicles, and fuel-cell electric vehicles.
- The vehicle must be on the list. Additionally, the EV must be on the eligible vehicles list for the leased or purchased car to qualify. As of April 6, several vehicles got removed from the list, including the Hyundai Sonata Plug-in Hybrid , the Kia Niro PHEV, and the Toyota Prius Prime.
- New vehicles only. All vehicles must be registered as new in California, with an odometer reading below 7,500 miles at the time of lease or purchase.
As you might imagine, the program offers a finite amount of funding. Car buyers can apply for the rebate, but the state may put you on a waiting list for the funding.
Electric Vehicle Charging Station Location Assessment
The State Energy Resources Conservation and Development Commission , in partnership with the California Air Resources Board , must assess whether EV charging stations in California is located disproportionately by population density, geographical area, or population income level. If the Commission and CARB determine that EV charging stations have been disproportionately installed, the Commission must use funding from the Clean Transportation Program, as well as other funding sources, to proportionately install new EV charging stations, unless it is determined that the current locations of EV charging stations are reasonable and further Californias energy or environmental policy goals.

Electric Vehicle Rebate Program
The California Air Resources Board offers point-of-sale rebates of up to $750 for the purchase or lease of a new all-electric or plug-in hybrid electric vehicle through the Clean Fuel Reward Program. Eligible EVs must have a minimum battery capacity of 5 kilowatt-hours and be purchased from participating retailers. Eligible customers must reside in California and register the EV in California. Report: Wait Lists And Markups Are Keeping California Ev Incentives From Those Who Need Them
High demand for certain new EV models has led to dealer markups which, in California at least, could be preventing customers from getting purchase incentives, according to a new report.
Due to lack of funds, California has placed EV buyers on waitlists for its purchase incentives, and while waiting some have found that dealerships have marked up the cars they plan to buy, according to CalMatters.
State programs meant to give rebates to lower-income car buyers “have suffered from inconsistent and inadequate funding,” according to the report. This year’s funding for some programs ran out in April, and even the waitlists were shut down because of backlogs, the report said.

Even programs that are funded reportedly suffer from slow response times, as administrators are inundated with requests for money. In the current new-car market, with low supplies and rampant dealer markups, it’s a particularly bad time to make car buyers wait.
California is still accepting applications for Clean Vehicle Rebate Project incentives, which provides rebates of up to $2,000 for EVs and $1,500 for plug-in hybrids, but applicants are waiting up to two months to find out if they’ve been accepted or rejected, according to the report. The largest of California’s EV incentive programs, the CVRP includes MSRP and income caps, which were lowered earlier this year.

Low Emission Truck And Bus Purchase Vouchers
Through the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project and Low Oxide of Nitrogen Engine Incentives, the California Air Resources Board provides vouchers to eligible fleets to reduce the incremental cost of qualified electric, hybrid, or natural gas trucks and buses at the time of purchase. Vouchers are available on a first-come, first-served basis. Only fleets that operate vehicles in California are eligible. Voucher amounts vary depending on whether the vehicles are located in a disadvantaged community. Tackling The Biggest Source Of Climate Pollution
Cutting vehicle emissions directly tackles the biggest contributor to climate change in California a state that is disproportionately feeling its effects through increased wildfires, heat waves and drought.
“In the U.S., transportation is the largest single source of global warming pollution, and in California the majority of those emissions come from passenger cars and trucks,” David Reichmuth, senior engineer in the clean transportation program at the Union of Concerned Scientists, told CBS MoneyWatch. “So if we want to try to slow climate change, we absolutely have to address passenger cars and trucks,”
California regulators estimate that new targets will eliminate nearly 60 millions tons a year of greenhouse gasses and particulate matter, which causes asthma and other health problems. Less pollution means some 1,200 fewer people per year will die from heart or lung problems, CARB projects.
Hydrogen Fueling Station Evaluation
The California Air Resources Board may not enforce any element of regulations that would require a supplier to construct, operate, or provide funding to construct or operate a publicly available hydrogen fueling station.
Annually, CARB must aggregate and share the number of hydrogen vehicles that manufacturers project will be sold or leased over the next three years and the total number of hydrogen vehicle registered in the state. Based on this information, CARB must evaluate the need for additional publicly available hydrogen fueling stations for the subsequent three years and report findings to the California Energy Commission including the of number of stations, geographic areas where stations are needed, and minimum operating standards, such as number of dispensers and filling pressures.
The CEC will allocate up to $20 million per year to fund the number of stations deemed necessary based on CARB’s evaluation and reports. The CEC may stop funding new stations if it determines, in consultation with CARB, that the private sector is developing publicly available stations without the need for government support.

Electric Vehicle Charging Station Rebate
BWP provides rebates to commercial and residential customers toward the purchase of Level 2 EV charging stations. Commercial or multi-unit dwelling customers who purchase and install EV charging stations can receive up to $15,000 per EV charging station . Commercial customers in disadvantaged communities are eligible for higher rebate amounts.

Low Emission Vehicle Standards
California’s LEV II exhaust emissions standards apply to Model Year 2004 and subsequent model year passenger cars, light-duty trucks, and medium-duty passenger vehicles meeting specified exhaust standards. The LEV II standards represent the maximum exhaust emissions for LEVs, Ultra LEVs, and Super Ultra LEVs, including flexible fuel, bi-fuel, and dual-fuel vehicles when operating on an alternative fuel. MY 2009 and subsequent model year passenger cars, light-duty trucks, and medium-duty passenger vehicles must meet specified fleet average greenhouse gas exhaust emissions requirements. Each manufacturer must comply with these fleet average GHG requirements, which are based on California Air Resources Board calculations. Bi-fuel, flexible fuel, dual-fuel, and grid-connected hybrid electric vehicles may be eligible for an alternative compliance method.
In December 2012, CARB finalized regulatory requirements, referred to as LEV III, which allow vehicle manufacturer compliance with the U.S. Environmental Protection Agency’s GHG requirements for MY 2017-2025 to serve as compliance with California’s adopted GHG emissions requirements for those same model years. Establishment Of Zero Emission Vehicle And Near
The California Air Resources Board will establish the Zero Emission Assurance Project to offer rebates for the replacement of a battery, fuel cell, or other related vehicle component for eligible used ZEVs and near-ZEVs. Rebates will be limited to one per vehicle. By January 1, 2024, CARB must publish a report to the legislature detailing the number of rebates awarded, the emissions benefits of the ZAP, and the impacts of the ZAP on low-income consumer decisions to purchase zero and near-zero emissions vehicles. A ZEV is defined as a vehicle that produces no criteria pollutant, toxic air contaminant, or greenhouse gas emissions when stationary or operating. A near-ZEV is a vehicle that uses zero emission technologies, uses technologies that provide a pathway to zero emission operations, or incorporates other technologies that significantly reduce vehicle emissions. Rebates will be available through July 31, 2025.
