CCCE offers grants to replace heavy-duty agricultural vehicles with all-electric equipment. Costumers are eligible for incentives up to 70 to 100% of the total project cost, up to $30,000. Electric Vehicle Rebate Program
The California Air Resources Board offers point-of-sale rebates of up to $750 for the purchase or lease of a new all-electric or plug-in hybrid electric vehicle through the Clean Fuel Reward Program. Eligible EVs must have a minimum battery capacity of 5 kilowatt-hours and be purchased from participating retailers. Eligible customers must reside in California and register the EV in California. Emissions Reduction Requirements For Transportation Network Companies
Through the California Clean Miles Standard and Incentive Program , the California Air Resources Board will establish annual emissions reduction targets for TNCs, including goals for increasing the number of miles traveled using zero emission vehicles. CARB must adopt targets and goals for the Program by January 1, 2021, to be implemented beginning in 2023. By January 1, 2022, and every two years thereafter, each TNC must develop a greenhouse gas emissions reduction plan, including proposals on how the company will meet the Programs requirements. A TNC is defined as an organization that provides prearranged transportation services for compensation using an online application or platform to connect passengers with drivers using a personal vehicle. Available To Everyone Who Resides In California
The reward is available to anyone who purchases or leases an eligible vehicle through a participating retailer. There are no income or location restrictions within California, but the vehicle must be registered in the state of California, and the customer must reside in California. Note: Only vehicles purchased or leased from approved participating retailers are eligible for the California Clean Fuel Reward. Volkswagen Zero Emission Vehicle Investment Plan

The California Air Resources Board approved the VW California ZEV Investment Plan. As required by the October 2016 2.0-Liter Partial Consent Decree, VW must invest $800 million over ten years to support the increased adoption of ZEV technology in California. VW will submit a series of four 30-month cycle ZEV investment plans to CARB for approval. CARB has approved the Cycle 2 plan, covering July 2019 through December 2021. The Cycle 2 plan includes building a basic charging network, public outreach, education, and marketing, and ZEV access projects. ZEV infrastructure rollouts will be focused in nine metropolitan areas. VW will continue access efforts in Sacramento, with the goal of offering residents a better quality of life through enhanced mobility and improved air quality.

Emission Reduction Strategy For Medium
The California Air Resources Board published the 2020 Mobile Source Strategy , and must update the Strategy every five years. The Strategy must include a comprehensive strategy to bring the state into compliance with federal ambient air quality standards and reduce motor vehicle greenhouse gas emissions from medium- and heavy-duty vehicles. CARB must consult and coordinate with related state agencies and stakeholders. The Strategy must also recommend goals for reducing emissions from medium duty and heavy-duty vehicles by 2030 and 2050.
Electric Vehicle Charging Station Incentive Sdg& e
The San Diego Gas & Electric Power Your Drive for Fleets program installs or incentivizes medium- and heavy-duty EV charging stations for commercial customers. Customers may apply for a no-cost installation by SDG& E, with SDG& E owning the infrastructure up to the charging station, or customers may apply for rebate of up to 80% the cost of installing the infrastructure from the meter to the charging station. Additionally, transit agencies, school districts, and some private fleets in disadvantaged communities are eligible for a rebate up to 50% the cost of the charger purchase. Tesla Model 3 82kwh Battery Pack Formally Listed In Ca Clean Fuel Reward Website
The Tesla Model 3s 82 kWh battery pack has been formally listed among the vehicles eligible for Californias Clean Fuel Reward website. The update confirms previous reports about a key battery upgrade for the 2021 Model 3, which was launched by Tesla in its online configurator in mid-October.
Initial reports about the 2021 Tesla Model 3s new battery pack came in early November when customers in Europe noticed that their all-electric sedans were listed with an 82 kWh battery in their vehicles documentation. Previously, the Model 3 Long Range variant was listed with a 75 kWh pack.
Californias Clean Fuel Reward website includes a list of vehicles that are eligible for the incentive, which could go as high as $1,500 per purchase depending on the size of an EVs battery. The Model 3, which was listed with a 75 kWh pack for the 2019 and 2020 model years, included an entry for a 82 kWh pack in 2021.
The California Clean Fuel Reward website did not specify the variant of the Model 3 that is equipped with an 82 kWh battery pack. Considering that the vehicles are produced at the Fremont factory, there is a good chance that it would be the Dual Motor AWD and Performance versions.
High Occupancy Vehicle And High Occupancy Toll Lane Exemption
Compressed natural gas, hydrogen, electric, and plug-in hybrid electric vehicles meeting specified California and federal emissions standards and affixed with a California Department of Motor Vehicles Clean Air Vehicle sticker may use HOV lanes regardless of the number of occupants in the vehicle. First-time applicants must have a household income at or below 80% of the state median income. Purple stickers expire January 1, 2023 and orange stickers issued on or after January 1, 2020, expire January 1, 2024.
The California Department of Transportation must publish a report by June 1, 2023, detailing the number of stickers issued under this program. Vehicles originally issued white or green decals prior to 2017 are no longer eligible to participate in this program. Vehicles with stickers are also eligible for reduced rates on or exemptions from toll charges imposed on HOT lanes. Electric Vehicle Charging Station Rebate
BWP provides rebates to commercial and residential customers toward the purchase of Level 2 EV charging stations. Commercial or multi-unit dwelling customers who purchase and install EV charging stations can receive up to $15,000 per EV charging station . Commercial customers in disadvantaged communities are eligible for higher rebate amounts.

Ethanol And Renewable Diesel Volume Rebate Program
Propel Fuels offers a rebate to qualified fleet customers for monthly purchases of more than 500 gallons of E85 and renewable diesel. Fleet customers must purchase the fuel directly from Propel public retail locations using the Propel CleanDrive Fleet Card. The program offers a rebate of $0.03 to $0.05 per gallon. How Do Grants Work
When all program requirements are met, grants do not need to be repaid. To get a grant, you must receive an Approval Packet prior to purchasing the vehicle and comply with all program requirements throughout the program term. The grant will be given to the dealer to lower the overall cost of the new or used clean vehicle.
Alternative Fuel And Hybrid Electric Vehicle Retrofit Regulations

Converting a vehicle to operate on an alternative fuel in lieu of the original gasoline or diesel fuel is prohibited unless the California Air Resources Board has evaluated and certified the retrofit system. CARB will issue certification to the manufacturer of the system in the form of an Executive Order once the manufacturer demonstrates compliance with the emissions, warranty, and durability requirements. A manufacturer is defined as a person or company who manufactures or assembles an alternative fuel retrofit system for sale in California this definition does not include individuals wishing to convert vehicles for personal use. Individuals interested in converting their vehicles to operate on an alternative fuel must ensure that the alternative fuel retrofit systems used for their vehicles have been CARB certified. A hybrid electric vehicle that is Model Year 2000 or newer and is a passenger car, light-duty truck, or medium-duty vehicle may be converted to incorporate off-vehicle charging capability if the manufacturer demonstrates compliance with emissions, warranty, and durability requirements. CARB issues certification to the manufacturer and the vehicle must meet California emissions standards for the model year of the original vehicle.

Zero Emission Vehicle And Near
ZEVs and near-ZEVs may exceed the state’s gross vehicle weight limits by an amount equal to the difference of the weight of the near-zero emission or zero emission powertrain and the weight of a comparable diesel tank and fueling system, up to 2,000 pounds. A ZEV is defined as a vehicle that produces no criteria pollutant, toxic air contaminant, or greenhouse gas emissions when stationary or operating. A near-ZEV is a vehicle that uses zero emission technologies, uses technologies that provide a pathway to zero emission operations, or incorporates other technologies that significantly reduce vehicle emissions.
Electric Vehicle Charging Station Incentive Program Support
The California Electric Vehicle Infrastructure Project , funded by the California Energy Commission, provides guidance and funding for property owners to develop and implement EV charging station incentive programs that help meet regional needs for Level 2 and direct current fast charging stations. Level 2 EV charging stations must be ENERGY STAR certified. CALeVIP evaluates proposed EV charging station incentive programs and solicits input from stakeholders to guide the development and implementation of the programs. Low Emission Truck And Bus Purchase Vouchers
Through the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project and Low Oxide of Nitrogen Engine Incentives, the California Air Resources Board provides vouchers to eligible fleets to reduce the incremental cost of qualified electric, hybrid, or natural gas trucks and buses at the time of purchase. Vouchers are available on a first-come, first-served basis. Only fleets that operate vehicles in California are eligible. Voucher amounts vary depending on whether the vehicles are located in a disadvantaged community. Utility Transportation Electrification Cost Recovery Regulations
The California Public Utilities Commission must approve or modify utility transportation electrification programs, including those that deploy electric vehicle charging stations, through a reasonable cost recovery mechanism that does not unfairly compete with nonutility enterprises. At least 35% of the investments must be in underserved communities.
Utilities must file a new tariff to design and deploy all electrical distribution infrastructure on the utility side of the customer meter, for all customers installing a separately metered, to be recovered as other distribution infrastructure authorized on an ongoing basis in the utilitys general rate case of EV charging station.

Is It Confirmation About Battery Capacity Of The Refreshed Model 3 Or Just Their Guess
The website of the California Clean Fuel Reward, the newly established $1,500 incentive, that has a list of eligible plug-in models, now include also a 2021 Tesla Model 3 with a 82 kWh battery .
It’s another sign that Tesla has increased capacity of the new, blacked-out Model 3, through use of the higher energy density cell, about which we heard in November.
Since Tesla does not specify battery capacity on its website, we are not sure whether California Clean Fuel Reward knows something more, or is just using the unofficial numbers, like everybody else.
The 82 kWh is supposed to be the capacity of the Long Range versions. We guess that the Standard Range Plus also will live to get the upgrade.
Hopefully sooner rather than later someone will have an opportunity to test and measure Tesla’s new battery pack capacity to dispel doubts.

State Local And Utility Incentives
Depending on your location, state and local utility incentives may be available for electric vehicles and solar systems. Most rebates can either be claimed after purchase or reflected as a reduction in the price of your purchase.
Many states also offer non-cash incentives for electric vehicles, such as carpool lane access and free municipal parking.
Some communities and utility companies also offer additional incentives through cash back, discounted rate plans and other credits.
Hydrogen Fueling Station Evaluation
The California Air Resources Board may not enforce any element of regulations that would require a supplier to construct, operate, or provide funding to construct or operate a publicly available hydrogen fueling station.
Annually, CARB must aggregate and share the number of hydrogen vehicles that manufacturers project will be sold or leased over the next three years and the total number of hydrogen vehicle registered in the state. Based on this information, CARB must evaluate the need for additional publicly available hydrogen fueling stations for the subsequent three years and report findings to the California Energy Commission including the of number of stations, geographic areas where stations are needed, and minimum operating standards, such as number of dispensers and filling pressures.
The CEC will allocate up to $20 million per year to fund the number of stations deemed necessary based on CARB’s evaluation and reports. The CEC may stop funding new stations if it determines, in consultation with CARB, that the private sector is developing publicly available stations without the need for government support.
