Electric Vehicle Parking Space Regulation
An individual is not allowed to stop, stand, or park a motor vehicle within any parking space specifically designated for parking and charging EVs unless the motor vehicle is an EV and has been issued an alternative fuel vehicle special plate or sticker. Violators may be subject to a civil penalty of at least $350.
How To Claim The Electric Vehicle Tax Credit

Treasury and the Internal Revenue Service released guidance and FAQs with information on how the North America final assembly requirement will work so consumers can determine what vehicles are eligible and claim a credit of up to $7,500 after their purchase. What Are The Current Electric Vehicle Credits Before The Terms Change
As youll see from the rather barren list below of EVs that might qualify under the new terms of the Inflation Reduction Act, a majority of EVs currently available for credits to US consumers will soon no longer qualify.
That isnt to say they wont be back on in the yes column come January 1, 2023 since many of these automakers do have North American production facilities. Other EVs like Rivian models for example are American made, but some are priced above the $80k threshold for trucks.
Fisker has been long touting is flagship Ocean SUV as an EV priced below $30k for those who qualify for the entire $7,500 credit. However, under the new terms, the Austrian built SUV will qualify for zero federal credits. That being said, its current MSRP of $37,499 is still pretty enticing, but this is a major blow to its marketing strategy to the point that the American automaker is now considering adding US production for the Ocean.
The quick workaround that felt like a mad scramble was some verbiage allowing for written binding contracts under a transition rule in the Inflation Reduction Act. That rule allowed consumers to still qualify if they signed the binding contract before the date of bill being signed into law, even if the car is delivered after the bill is signed. This is covered on page 393-394 of the bill.

How Does A Federal Tax Credit Work For My Ev
The idea in theory is quite simple All electric and plug-in hybrid vehicles that were purchased new in or after 2010 may be eligible for a federal income tax credit of up to $7,500, according to the US Department of Energy.
With that said, you cannot simply go out and buy an electric vehicle and expect Uncle Sam to cut $7,500 off your taxes in April. In reality, the amount you qualify for is based on both your income tax as well as the size of the electric battery in the vehicle you own.
Now, thanks to the freshly inked Inflation Reduction Act, there are a lot more parameters to be mindful of, like the requirement that the EV must be assembled in North America for instance. We have dug into those new terms more below.
To begin, heres how the Federal EV tax credit currently works.
Regional Electric Vehicle West Plan
Arizona joined Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming in signing the REV West memorandum of understanding to create an Intermountain West Electric Vehicle Corridor that will make it possible to seamlessly drive an EV across the Signatory States’ major transportation corridors.
- Educate consumers and fleet owners to raise EV awareness, reduce range anxiety, and increase EV adoption
- Coordinate on EV charging station locations to achieve a consistent user experience across Signatory States
- Use and promote the REV West Voluntary Minimum Standards for EV charging stations and explore opportunities for implementing the standards in Signatory States
- Identify and develop opportunities to incorporate EV charging stations into planning and development processes such as building codes, metering policies, and renewable energy generation projects
- Encourage EV manufacturers to stock and market a wide variety of EVs within the Signatory States
- Identify, respond to, and collaborate on funding opportunities to support the development of the plan and
- Support the build-out of direct current fast charging stations along EV corridors through investments, partnerships, and other mechanisms.

How Does The Tax Credit Work
Here are four steps to document your donation and claim your tax credit.
If a married couple owed $1800 in taxes and donated $800 to a qualifying charitable organization, their tax liability would be reduced to $1000.
The Biden Administration Continues To Expand Ev Adoption
President Biden first vowed to make the nations entire federal fleet all-electric. The White House has introduced two bills to expand EV adoption, one of which was signed by the President and includes funding for heavily expanded EV charging infrastructure.
Previously, there were rumors that the federal tax credit would be increased to $10,000. In President Bidens previous $174 billion investment plan for electrification, the tax credit was quickly mentioned as a reform. However, the summary remained vague about the reform only confirming that it will not only take the form of tax rebates but also point of sale rebates and it will now be for American-made EVs.
The second and larger bill sat within Bidens Build Back Better Act and subsequent increases to the federal tax credit, but it couldnt get past the Senate in late 2021. At that point, the revamped tax credit we all have sought was in limbo, possibly DOA. Until this past summer

Arizona State Tax Credits Vs Federal Tax Credits And Deductions
While the state of Arizona permits both tax credits and tax deductions for charitable gifts, IRS rules stipulate that charitable gifts both cash and property must be claimed as tax deductions, rather than credits. In fact, page 3 of IRS Publication 526 spells this out plainly, Generally, you can deduct contributions of money or property you make to, or for the use of, a qualified organization. The IRS only allows deductions for gifts made to qualified tax-exempt organizations, such as 501 entities and other eligible organizations IRS Publication 526 covers this in detail.

Furthermore, states like California offer priority driving lanes and parking spots for EV drivers who qualify.
In New York, residents can receive either a $500 or $2,000 rebate depending on the base price of the EV purchased. Again, these incentives vary by state, and much like the federal tax credit, are contingent on multiple factors.

Key Provisions In The Inflation Reduction Act
This legislation:
- Takes away the 200,000 vehicle cap on tax credits that made EVs and plug-in hybrids from Tesla, GM, and Toyota ineligible for tax credits.
- Does away with todays tax credits for pricey EVssuch as the GMC Hummer EV, Lucid Air, and Tesla Model S and Model X.
- Eliminates tax credits for vehicles not assembled in North America, including the BMW i4, Hyundai Ioniq 5, Kia EV6, Subaru Solterra, and Toyota bZ4X.
- Adds an annual adjusted gross income cap for buyers of $150,000 for single tax filers, $225,000 for those who file as head of household, and $300,000 for married couples filing jointly.
The bill also will restrict the full tax credit on new EVs to vehicles with battery minerals sourced from countries that the U.S. has a free trade agreement with or that are recycled in North America, and with battery components sourced from North America. Starting in 2024, if any minerals or components are sourced from foreign entities of concern, including China or Russia, the vehicle will not qualify for any tax credit. A 2022 analysis of the EV supply chain from the International Energy Agency shows that the vast majority of minerals, components, and battery cells are currently sourced from China. This restriction doesnt apply to used vehicles.
Are Electric Vehicle Rebates Taxable
Some states, such as New York, Vermont, and Connecticut, may classify rebates as taxable income. Others, like California, do not. Consult a tax professional if you have any questions about how to correctly file your tax return forms. Everyones situation is different, and its always a good idea to check your local state regulations. Once again, consider consulting an accountant when you need professional tax advice.

How Much Is The Electric Vehicle Tax Credit
The EV tax credit starts at $2,500 and goes up to $7,500, but the exact amount depends on the nature of the vehicle itself.
Hybrid models, such as the Toyota Prius Prime Plug-in, only qualify for a credit of approximately $4,500. However, there are many vehicles made by Audi, BMW, Ford, GM, Hyundai, Kia, Mazda, Nissan, Porsche, Volkswagen, and Volvo that qualify for the full $7,500 credit.
Take note that the EV credit is designed to start phasing out after an automaker has sold 200,000 EVs. The credit is then cut down to a maximum of $3,750 for the next two calendar quarters after the company has passed this benchmark. Then it continues to halve every two quarters until it zeros out one year after the 200K+ sales milestone was passed.
Evs And Phevs That May Qualify For The Tax Credit This Year
The IRS says that these models are potentially eligible between Aug. 17 and Dec. 31 this year for the credit because their final assembly is in North America, but the agency warns that some models are assembled in multiple locations and therefore some individual vehicles may not qualify. Even though some of these vehicles come from European and Japanese brands, their final assembly is in the U.S. For instance, the Volvo S60 Recharge PHEV is made in South Carolina.
In addition, some vehicles that are on this list will not qualify for the tax credit after this year because they cost more than the price caps that go into effect on that date. And it still remains to be seen which of these vehicles will meet battery and component sourcing requirements. The bill calls for proposed regulations on the specifics of these rules by the end of December, which is likely to be finalized some time in 2023.
According to the IRS, the models that may now qualify for a tax credit after the Inflation Reduction Act was signed on Aug. 16, 2022, include:

Recent Federal Regulations On Charitable Contributions And State And Local Tax Credits
In August 2018, the IRS and US Department of the Treasury proposed new regulations aimed toward limiting federal tax deductions for charitable gifts for which taxpayers also plan to claim state and local tax credits. Although complicated, the regulations were proposed in order to introduce two high-level changes to federal tax law. First, the regulations would require tax-deductible charitable contributions to be reduced by the amount of the state or local tax credit received or expected to be received on federal tax returns. Second, the regulations would place a $10,000 cap on state and local tax deductions on federal tax returns.
These regulations sparked concern that local charities might see fewer charitable contributions, as state tax credits could become less appealing to donors.
